I should have checked before posting.

pga_aggregate_target defaults to zero,
and the instance won 't start if you set
it to zero when workarea_size_policy
is set to AUTO.

It 's DBCA that sets the pga_aggregate_target
to 25M for you if you don 't interfere. (Giving
you a whole new meaning for 'default install ')
